Out Run (Arcade Voices+Color Hack)

Merged hack:

This patch adds voice samples to Out Run for the Sega Master System, using data taken from the original arcade game, played using high-quality pcmenc data and a color hack too.

Changed some colors to pastel which fits the game and era much better

• Changed the car color from orange to red(ish)

• Changed the logo to my liking

• Changed the hud colors

• Best outrunners palette

• Tried to fix some gfx tiles that looked bad after changing the palettes (start for example)
